Does the number of characters also include addressing?

The maximum number of characters (including spaces) per letter/letter card/postcard refers exclusively to the “handwritten” message. The “handwritten” addressing of the envelopes and postcards is added to this. e. g. a DIN Lang letter card with up to 400 characters offers space for a handwritten message with up to 400 characters + addressing on the envelope + sender details on the back of the envelope.
